CODE OF CONDUCT Any code of conduct violations found in server are given immediate mute and are subject to further discipline ❖ ALL VIOLATIONS OF ANY RULE ARE SUBJECT TO REVIEW (all matters are handled individually as each violation is its own) ❖ We do not tolerate toxicity ❖ Anything you write in these chats is part of the permanent record for this league and represents you ❖ Insults and chirps should be kept to a minimum. Player Tampering Player tampering is defined as the act of an Owner/Manager contacting a player (privately or publicly) under contract by another team with the intent to inform the player of: ❖ The intent to acquire the player ❖ Informing the player their team currently has them on the trade block ❖ Recommending to a player they did not try during games, throw games intentionally or refuse to play on their current team ❖ Recommending a player gives poor availability to force a trade ❖ Recommending a player be β€œToxic” to encourage a team to trade them ➒ 1st Offense For player: 1 week league suspension and OSHL chat mute ➒ 2nd Offense for player: 1 season league ban and 1 month OSHL chat mute ➒ 1st Offense for manager: 1 Season league ban, 1 month OSHL chat mute, and 2 season NO MANAGEMENT after season ban concludes

Second Tagging Second tagging is joining under a different username or profile other than your original/main one and is forbidden.Discord names have to match gamertag or be extremely close to each other. Disciplinary action is at the discretion of the staff. ➒ 1st Offense: 2 season League and Discord ban ➒ 2nd Offense: Permanent ban

Quitting If a player quits on a team, the following punishments will be handed out: ➒ Player notifies owner/staff that they are quitting their team β–  1 season League Ban ➒ Player does not notify owner/staff that they are quitting their team β–  2 season League Ban

LEAGUE STRUCTURE Seasonal Format All Regular season and playoff games must be played via a 6 vs 6 format. It is the responsibility of management to make sure they have a full legal team ready at game time. Game times & League nights are listed below in Eastern Standard Time: ❖ Sunday: 8:30pm, 9:15pm ❖ Monday: 8:30pm, 9:15pm ❖ Tuesday: 8:30pm, 9:15pm ❖ Wednesday: 8:30pm, 9:15pm ❖ Thursday: 8:30pm, 9:15pm

MANAGEMENT ROLES AND RESPONSIBILITIES Owners will be selected by OSHL staff. General Managers, and Assistant General Managers are appointed by the owner after staff approval. Management are responsible for running their team, This includes roster adjustments, scheduling, communication, and ensuring all Code of conduct, Rulebook and procedures are followed by their management members and players. NO player returning off a ban in the previous season is eligible for management Owners ❖ Owners are to ensure all management and players on his/her team adhere to all OSHL Code of Conduct, Rulebook and procedural policies set in place. Failure to do so may result in discipline. ❖ Owners are responsible for their team, and may be held accountable for some of their players' infractions. ❖ Owners are responsible for ensuring their roster is compliant with OSHL rules, and all rostered players are meeting game requirements. Failure to have a compliant roster by the next earliest game time will result in a FF. ❖ Owners will be given a specific channel in the OSHL discord to be used for their teams weekly lines. This MUST be used. ❖ Failure to provide weekly lines through the OSHL discord channel WILL lead to discipline. General Manager/Assistant General Manager ❖ General Managers MUST be appointed prior to the OSHL draft. ❖ GM’s will be given a 1-season contract in the amount of $0. ❖ Once a player accepts an offer to be a GM, they are locked into that commitment. ❖ If a player wishes to step down or is removed from the position by the League Staff, a seasonal ban is issued, and the player is ineligible to return a management position for TWO(2) seasons ❖ GMs/protected players CANNOT be traded or released Roster Requirements ❖ The minimum roster size is 13 players (including team management) ❖ The maximum roster size is 18 (including team management) ❖ Teams cannot go over cap Team Servers ❖ All team servers are provided by OSHL staff. ❖ Failure to use the OSHL provided server can result in removal of management. ❖ Staff holds the right to post availability to the OSHL server. Weekly Lines ❖ Lines must be submitted before 7:30 EST each Sunday in the OSHL discord. ❖ All available players must be used in a minimum of TWO(2) games.

PLAYER ROLES AND RESPONSIBILITIES Rostered Player ❖ Players are required to give their team a MINIMUM availability of TWO(2) games per week. ❖ Failure to post availability will result in the player being considered UNDER minimum avail and player can be removed for inactivity ❖ Players must be scheduled a minimum of TWO(2) games per week if on a team's active roster and available. ❖ All Players must follow league rules, procedures and policies as outlined in the CoC and rule book. League Sign-ups If a player signs up before the sign-up deadline, That player will be eligible for the OSHL draft, as well as a contract re-sign or offer sheet if criteria is met. (See Resign, Offer sheet) Any player who signs up AFTER the deadline will be considered a late sign up. Late Sign-ups Players that sign up for the league after the sign up deadline will be considered late sign ups. Late sign ups will be distributed during Free Agent Friday (See Free Agent Friday section for details).

Emergency Call Ups (ECU) ❖ ECU’s are players who have signed up for the season draft and are not on a team. ❖ They will be placed into each week of bidding and remain ECU until on a teams roster. ❖ ECU’s can play 4 games per week per team. ❖ ECU’s are NOT eligible to be called up to a teams active roster. ❖ ECU’s are NOT allowed to be used in playoffs. ❖ ECU’s are assigned by staff ONLY. They cannot be acquired by team management.

Position Lock There is no position lock for skaters or goalies in OSHL

PRESEASON Scouting ❖ Scouting will open 1 week before the OSHL Draft ❖ Owners are to post their scouting discord in the designated OSHL server channel ❖ All players are encouraged to scout, this does not guarantee you a roster spot, as draft is subject to owner discretion, but it's highly recommended, especially for players new to the league Draft ❖ The draft lottery will be held before the OSHL draft, and will be streamed by OSHL media ❖ The draft will be in the form of a snake draft (Top to bottom, Bottom to top) ❖ All draft picks must be made in the DRAFT channel of the OSHL discord. ❖ Players MUST be in the OSHL discord to be draft eligible ❖ On completion of the draft, players will have 48 hours to join their respective team’s discord Draft Salary Table Drafted players will have contracts issued based on their draft position. ❖ 1st round = $7m ❖ 2nd round = $6m ❖ 3rd round = $5m ❖ 4th round =$4.5m ❖ 5th round = $4m ❖ 6th round = $3.5m ❖ 7th round = $3m ❖ 8th round = $2.5m ❖ 9th round = $2m ❖ 10th round = $1.5m ❖ 11th round = $1m ❖ 12th round = $500k ❖ Total of: $40.5 million (Team Cap $45.5 Million)

PREGAME PROCEDURES Streams All games are required to be streamed by the HOME team. ❖ If a team cannot or will not stream, they will forfeit the game. ❖ Streams are to be posted in the specific channel in OSHL discord prior to puck drop. Servers OSHL will ONLY use the following servers ❖ North America West ❖ North America East ❖ North America Central Server Selection ❖ The AWAY team is to veto ONE server from the OSHL selected server list above ❖ Once the away team has selected their server to veto, the HOME team will select from the remaining two, and that server is to be used for the official OSHL league game ❖ ALL server vetoes and selections are to be done no later than FIFTEEN(15) minutes before official game time, and are to be communicated in the OSHL server selection chat ONLY ❖ If past the deadline, the home team gets to pick from all 3. Required Clubs/Jerseys ❖ Custom Jerseys are ALLOWED. ❖ Teams are to ensure that the home jersey is DARK in color and their away jersey is LIGHT in color. ❖ If you need to use an alternate club, a penalty will be enforced. ❖ The opposing team MUST be informed prior to puck drop or a forfeit will be enforced. ❖ You can only use a different club 5 times per season. Forfeits will be added for any extra. Game Codes All teams will be given a TEAM CODE to represent their specific team. The home team’s code is always to be used for game code. Code must be entered correctly as they are case sensitive. Example code: OSHLARZ would be the home code for OSHL Arizona Coyotes

Banned Builds All premade builds and skins are BANNED in OSHL ❖ If any user in the game is caught using these banned builds or skins, after puck drop, the game is deemed a forfeit.

Late Starts Teams are expected to start the game on time as per the times stated in these rules. If a team knows in advance that they will be late; they are permitted to request a β€œgrace period” to notify the other team they will not be ready on time. ❖ In the event that a prior OSHL game is running late due to EA, Server, failure to match, or lag out issues, the late start violations DO NOT APPLY. However it is the responsibility of management to communicate these issues to opposing teams. Once the previous OSHL game officially ends, then the clock for late start will begin. ❖ If a team wishes to contest a team being late, teams will be required to show proof of search via a stream or an image that shows an accurate timestamp when searching. This will be required and mandatory for all penalty disputes, dressing room errors, or anything else Late Start Violations ❖ 6 minutes: 1 Penalty to be taken to start the game ❖ 11 minutes: Forfeit can be taken (must be called in chat) ❖ 15 minutes: Forfeit MUST be taken

IN GAME VIOLATIONS Disciplinary actions for situations not mentioned will be handled by staff as deemed necessary If making claims for any of the below policies, proof shall be required

Mercy Rule In games where a team is down by 7 goals or more, the losing team is legally allowed to end the game. 10 goals is an automatic mercy and the game must be quit by the losing team immediately after the goal. Period Box Score is to be collected via screen shot, and posted in the OSHL discord.

Fighting Fighting is allowed in this league with restrictions ❖ Computer goals do NOT count. Any computer goal must be submitted to staff so the score can be adjusted. ❖ Fighting can only happen in the first 50 minutes of a game. ❖ Once there is 10 minutes left in a game, all fights are subject to disciplinary action if the game is tied or a 1 goal game. Ragging the puck Ragging is prohibited and defined as purposely skating the puck for a minimum of 10 seconds in the opposite direction of play, skating in circles in their defensive zone, or holding the puck and standing still behind their team’s net. Applies if you're not under pressure from the other team. Proof must be submitted for this claim. ➒ 1st Offense: 2 game suspension ➒ 2nd Offense: 6 game suspension ➒ 3rd Offense: 15 game suspension ➒ 4th Offense: 1 season ban (continued into the following season)

Goalie Tripping When a goalie β€œStacks the pads” or β€œdives” to purposely trip, or hinder an opponent skater from gaining the puck or to put the skater out of the play. Clip the incident and submit it for proof via the ticket system. ➒ 1st Offense: 2 game suspension ➒ 2nd Offense: 6 game suspension ➒ 3rd Offense: 15 game suspension ➒ 4th Offense: 1 season ban (continued into the following season)

Loadout Changing Loadout changing is when a player changes their loadout in the continuation of a game after a form of disconnection occurred prior. Loadout changes are allowed before the initial puck drop, but are not allowed upon the restart of a game. Proof must be submitted for this claim. ➒ 1st Offense: Forfeit

Throwing Games If a player is caught throwing a game, this is grounds for an immediate suspension and possible ban. Throwing a game would include purposely derailing your team during a game, standing still and not playing for a game without reason, and/or refusing to play for a team. Proof must be submitted for this claim. Each case will be staff discretion.

Lag Out Procedure If a player lags out of a game, the team with the missing player MUST exit the game at the NEXT whistle. The remaining team MUST collect the screenshots of the box score and action tracker. Both teams must agree to the remaining time left in the game before they load back in. ➒ 1st lag out: 1 penalty to be taken upon restart of game ➒ 2nd lag out: 1 penalty to be taken upon restart of game ➒ 3rd lag out: Team has 5 minutes to find a new player to sub in for the lag out player. If a player is found, teams search and the team with sub takes a penalty. If no player is found at the end of the grace period, a forfeit will occur In the event a lag out occurs during a penalty kill, teams are to play until the next stoppage and continue with normal lag out procedures, adding an additional penalty to the game restart. In the event a lag out occurs during a power play, teams are to play until the next stoppage and continue with normal lag out procedures, take a penalty and lose their powerplay. An additional 02:00 minutes of in-game time will be added to the time of the disconnection in the event a lag out occurs in the 2nd or 3rd period. This is to make up for the real last minute of gameplay in 3rd period. Situational rules: If your team scores against themselves, unless it is scored by a computer, the goal will count. This will include scenarios of teams drawing a penalty for a violation of the rules, and lag outs, etc. but would cancel out the necessity of the penalty.

ROSTERS AND TRANSACTIONS Game requirements ❖ In order to be eligible for playoffs, players need to have played a minimum of 10 games during the regular season. ❖ Game minimum of a rostered player is 2 games per week. ❖ The winning team will be required to post the box score after each game. ❖ This will fall under the management strike system. ➒ 1st Offense: warning ➒ 2nd Offense: 2 game suspension ➒ 3rd Offense: 4 game suspension ➒ 4th Offense: removed from management

Trades ❖ Trades must be posted via OSHL discord. ❖ Teams can make as many trades as they like. ❖ A player cannot be traded more than TWO times. ❖ Suspended players are not tradable until they have fully served their suspension. ❖ Players cannot leave/join another team until trade is processed or the trade will be nullified. ❖ Retention of trades pending API system.

Trade requests ❖ Trade requests are NOT allowed in the OSHL. ❖ If a player has issues/concerns with a team they are on, they can enter a ticket to staff for further discussion.

POST SEASON Playoff Structure ❖ Playoffs are best of 7 series ❖ Teams will be seeded, Top plays bottom ❖ If there is a tie in the standings, the tie breaker will be as follows, ➒ More wins ➒ Overall Goals For ➒ Goals against

Playoff Game Format ❖ Sunday: Game 1 - 2: 8:30 & 9:15 pm EST ❖ Monday: Game 3 - 4: 8:30 & 9:15 pm EST ❖ Tuesday: Game 5 - 6 and 7 in necessary: 8:30, 9:15 pm EST ➒ Game 7 is to start 10 minutes after game 6 ends. β–  EXAMPLE If the game ends at 9:40, gametime is 9:50. Grace period would end at 10:01 ❖ Wednesday: Next Round starts Game 1 - 2 ❖ Thursday: Game 2 -4 ❖ continued..

Playoff Eligibility, Availability and Game Requirements ❖ Roster players MUST have played a minimum of 10 regular season games to be eligible to play in playoffs ❖ Players must give a minimum of 2 games availability for a playoff series. ❖ All rostered players MUST play a minimum of: ➒ 1 game in the first 4 games

Line Submissions During playoffs, lineup submissions are required: ❖ The lower seed team must submit their lines for entire series by 6:30 pm EST on the first day of series ❖ The higher seed will follow and post before 7:30 EST. ❖ Once the specified time has reached, lineups will be considered LOCKED and can not be changed. ❖ Once lines are considered LOCKED, each team will be allowed no more than ONE roster swap per game. ❖ If a team uses more than one roster swap after lines are locked, that team will be issued 1 penalty per additional swap, and Owner may be subject to further discipline ❖ All lineups MUST be posted in the Playoff Line Submission Channel in the OSHL discord.

Late Line Submission Failure to post playoff lines by designated time or in the proper channel are as follows: ❖ 10 minutes past deadline: 1 penalty to be served at the start of next scheduled game ❖ 20 minutes past the deadline: 2 penalties to be served at the start of the next scheduled game ❖ 30 minutes past the deadline: 2 penalties to be served at the start of the next scheduled game PLUS a ONE(1) game Owner suspension to be served for their next scheduled game. ❖ Failure to post lines will result in forfeit.

Suspensions & Appeals All suspensions will be carried out in accordance with the In-Game Violations as well as Conduct Policy. If a member has a grievance with a league ruling, management or players are eligible to file an appeal to have the ruling overturned or changed. Appeals must be submitted within One week of the ruling from staff.
